C. Discussion Regarding the Allocation of Unused Overlying Production to Appropriator
Parties [Memorandum No. 15-12, Page 13 of 15]

Recommendation: That the Watermaster Committee instructs Watermaster
Counsel to provide a legal opinion regarding the allocation of unused overlying
production beyond Fiscal Year 2012/13 based on the recently adopted
Beaumont Basin Safe Yield of 6,700 acre feet per year.
