Draft Annual Report for Calendar Year 2018

Dear Mr. Vela:

ALDA Inc., in association with Thomas Harder & Co. is pleased to submit to you, as
Chairman of the Beaumont Basin Watermaster, a draft of the Beaumont Basin
Watermaster Annual Report for Calendar Year 2018. This draft report expands on the
earlier format of the annual report by incorporating information previously presented in
the biannual Engineering Report. As such, this report summarizes all production,
spreading, and storage activities that took place during calendar year 2018. Further, it
documents changes in water levels and storage conditions, as well as, an estimate of
the Basin Operating Safe Yield for 2018. Finally, the report presents an evaluation of
water quality conditions for all domestic wells during the 2014-2018 five-year period.
Additional water quality information from the Maximum Benefit Monitoring Program was
not available at the time of this writing but will be incorporated into the final report.

We will make a formal presentation to the Watermaster Committee during the upcoming

Board meeting on February 6 , 2019. We welcome your review and comments on this
