there remain some concerns that there is no Watermaster protocol to account for losses;
either surface evaporative losses or subsurface losses out of the basin. This is
particularly applicable to the Morongo Band of Mission Indians’ project due to the lack of
hydrogeological data in this area and proximity to the Beaumont Basin southern
boundary, as described in the recent Beaumont Basin Watermaster 2013 Reevaluation
of the Beaumont Basin Safe Yield. Such a procedure would incorporate monitoring for
evaporation, construction of monitoring well(s), ongoing monito ring of groundwater levels,
and possible analysis using the groundwater flow model.
The Morongo Band of Mission Indians has expressed to Mr. Blandon and Mr. Harder a
desire to conduct their project in a manner t hat promotes responsible basin management.
They have also expressed an interest in working with the Watermaster and Watermaster
Engineer to establish the monitoring features necessary to m onitor potential surface water
and subsurface groundwater losses. In light of this, Mr. Blandon and Mr. Harder
recommend the following:
That the Watermaster Committee approves the proposed groundwater storage
project, as proposed by the Morongo Band of Mission Indians, pending the
development of a surface and groundwater monitoring program specific to this
project.
