VI. Reports
A. Report from Engineering Consultant - Hannibal Blandon, ALDA Engineering
Engineer Hannibal Blandon stated he had nothing to report.
B. Report from Legal Counsel - Thierry Montoya, Alvarado Smith
Legal Counsel Thierry Montoya reported that Member Arturo is officially a member of
the Watermaster and Michael Rock is the alternate for the City Banning, as approved
by the Riverside Superior Court. Legal Counsel Montoya is working with the City of
Beaumont to identify who the member and the alternate will be so that the
appropriate motion and declarations can be put together.
Legal Counsel Montoya also reported on the proposed groundwater monitoring site
of the Icon facility, that an agreement had been penned roughly six months ago but
no access has yet been given to the Watermaster for groundwater monitoring. Legal
Counsel Montoya offered to send a letter to Icon’s corporate and local offices, with
the agreement attached. The letter would request that the Watermaster be permitted
to install groundwater monitoring equipment, and if not, that a court order would be
pursued by the Watermaster. Chairman Vela verbalized his support for such a letter,
and Legal Counsel Montoya stated he would send the letter, and that if necessary,
would come back to the Watermaster for approval before seeking a court order.
VII. Discussion Items
A. Status Report on Water Level Monitoring throughout the Beaumont Basin
[Memorandum No. 16-14, Page 9 of 97]
Recommendation: No recommendation
Engineer Blandon gave a status report of the water level monitoring project,
which included proposed monitoring agreements for new sites and issues
encountered with several of those sites, discussion of water levels at sites
being monitored, and troubleshooting of monitoring equipment issues.
B. Overview of Total Dissolved Solids (TDS) and Nitrate (N) in the Beaumont Basin and
Surrounding Area [Memorandum No. 16-15, Page 17 of 97]
Recommendation: No recommendation
Engineer Blandon reported on water quality data issues that were presented
in the 2015 Consolidated Annual Report and Engineering Report. Discussion
among several Members and Engineering Blandon followed regarding the
potential reasons for TDS level spikes at various locations in the Beaumont
Basin, namely at Beaumont-Cherry Valley Well No. 21. Engineer Blandon
stated he will look into a potential reason for the spikes in the levels at this
particular well and report on that at the following meeting.
