VI. Reports
A. Report from Engineering Consultant - Hannibal Blandon, ALDA Engineering
Engineer Hannibal Blandon stated that the 2015 Annual Report had been finalized
and 2 copies were provided to each member agency. He also reported that proposals
for the development of methodologies and policies to account for new yield from
capturing local storm water in the basin as well as for groundwater storage losses
had not been finalized yet but would be by the next meeting.
B. Report from Legal Counsel - Thierry Montoya, Alvarado Smith
Legal Counsel Thierry Montoya reported on the discussions he had been involved in
with legal counsel for the San Gorgonio Pass Water Agency (SGPWA) related to its
application for a groundwater storage account. He also outlined a recommended
framework for how to make adjustments to future storage accounts, to address
concerns about impacts to water quality from recycled water recharge, as well as the
potential limitation of drilling and constructing new wells by allowing recycled water
recharge. Legal Counsel Montoya stated he would provide a memo to the members
of the Watermaster Committee, and once a framework is settled upon, a Resolution
could be voted on by the Committee as soon as the next meeting.
VII. Discussion Items
A. Status Report on Water Level Monitoring throughout the Beaumont Basin through
November 29, 2016 [Memorandum No. 16-19, Page 11 of _]
Recommendation: No recommendation
Engineer Blandon reported on trouble encountered with instrumentation that
logs well water levels and steps that had been taken to remedy the situation,
including sending the equipment still under warranty back to the manufacturer,
as well as logging well water levels by hand. Member Eric Fraser suggested
looking at different vendors for monitoring equipment as a result of the lack of
technical support from the vendors of the defective equipment. Member Zoba
directed Engineer Blandon to work with Jennifer from Yucaipa Valley Water
District to look at other solutions for monitoring equipment issues.
B. Discussion Regarding the Creation of a Return Flow Policy for Beaumont Basin

Recommendation: No recommendation
Member Fraser provided an overview of how return flows could be now be
identified and tied back to specific areas to which those return flows occur. He
suggested working with legal counsel to implement a final rule or ordinance
that identifies how those return flows would be credited, utilizing the data from
the Safe Yield Study.
