special meeting in March, in order to complete the report and submit it to the State
                       on time.

               B.      Report from Legal Counsel – Thierry Montoya, Alvarado Smith

                       Legal  Counsel  Thierry  Montoya  advised  that  all  have  submitted  their  committee
                       members and alternates. He will file a motion with the Riverside County Superior
                       Court for approval of all members.

       VII.    Discussion Items

               A.      Status Report on Water Level Monitoring throughout the Beaumont Basin through
                       November 27, 2017

                              Recommendation:  No recommendation.

                              Engineer Hannibal Blandon updated the Committee on groundwater monitoring
                              wells, including a new monitor at Well #5. Additional wells are being sought in
                              the west portion of the basin. South Mesa Well #4 proved incompatible with
                              the monitoring probe.

                              Mr. Blandon reported on fluctuations in water levels from May 2015 through
                              November 2017. He drew attention to Banning #8 which has seen a 20 foot
                              decline  over  the  last  two  years.  In  response  to  a  question  from  Member
                              Jorritsma, he noted that the Noble Creek Well level has increased by 80 feet
                              in the last 18 months.

               B.      Potential Storage Losses Evaluation – Progress Report

                              Recommendation:  No recommendation.
                              Mr.  Tom  Harder,  hydrogeologist  for  the  Watermaster,  reported  that  he  will
                              finish the models in two weeks, then begin running scenarios. He noted that
                              he had been asked to model future scenarios as realistically as possible, and
                              will  therefore  include  recharge  activities.  He  is  making  sure  the  data  is
                              consistent  with  the  agencies.  Preliminary  results  will  be  presented  at  the
                              February meeting.

        VIII.  Topics for Future Meetings

               A.      Development of a methodology and policy to account for new yield from capturing
                       local storm water in the basin.

               B.      Development of a methodology and policy to account for groundwater storage losses
                       in the basin resulting from the spreading of additional water sources.
               C.      Development of a methodology and policy to account for recycled water recharge.
               D.      Develop a protocol to increase the accuracy and consistency of data reported to the
                       Watermaster.

               E.      Develop  a  policy  to  account  for  transfers  of  water  that  may  result  when  an
                       Appropriator provides water service to an Overlying Party.
