Subject: Review of a Memorandum Regarding the Transfer and
Conversion of Overlying Water Rights to Appropriative Rights and
Accounting for Such
Recommendation: Pending.
On May 15, 2018, the Beaumont Basin Watermaster Committee members received a
memorandum summarizing the transfer and conversion of overlying water rights
(attached).
The purpose of this memorandum is to provide an opportunity for legal counsel to discuss
this topic with the Watermaster Committee and for the Watermaster Committee to
consider the creation of a category of “Transferred Overlying Right” to properly account
for the transfer and conversion of overlying water rights.
