Subject: Status Report on the Construction of the Crow Street Pavement
Replacement and Roadway Reconstruction Project


On March 20, 2013, the Board of Directors authorized the filing of a Notice of Completion for the
recycled water pipeline constructed by Pro-Craft Construction in Crow Street. Due to the
extensive roadway issues associated with the twenty-seven year old Crow Street, the District
staff recommended that the District reconstruct the roadway surface to provide a better
foundation to support the daily traffic and heavy loads of trucks needed to support the operations
at the Wochholz Regional Water Recycling Facility.

While a reconstructed roadway surface will extend the life of the road and protect the newly
installed infrastructure, there will be a need in the future to install an upgraded sewer interceptor
for the southern Calimesa service area and a drinking water pipeline for the I-10 Corridor
Specific Plan in Crow Street. However, when additional infrastructure is installed in Crow Street,
the District will be able to work in a properly designed roadway and complete the paving repairs
to re-establish the integrity of the reconstructed roadway. The District staff does not have a
reasonable estimate of when the ultimate sewer mainline and other improvements will occur.

This project is categorically
exempt from
environmental review in
accordance with the
California Environmental
Quality Act Guidelines
Section 15301(c).
