Subject: Overview of a Proposed Development Agreement No. 2018-17 with
Meritage Homes for the Summerwind Development - Calimesa
Recommendation: That the Board Authorize the Board President to Execute the
Development Agreement with Meritage Homes.
Tract No. 32702-3 is located within the Summerwind residential development has been purchased
by Meritage Homes MLC Holdings Inc. The residential tract will consist of 80 single family
dwellings that will receive drinking water, recycled water, and sewer service. The homes will be
dual plumbed, utilizing recycled water for front and backyard irrigation. This development will be
required to contribute to the sewer mainline deficiency fee currently collected in the Calimesa
area.
On October 16, 2018 [Director Memorandum 18-136], the Board accepted the transfer of 29.57
acre-feet of overlying water rights in the Beaumont Basin from Oak Valley Partners to Yucaipa
Valley Water District as overlying-appropriative water rights in the Beaumont Basin. The
acceptance of overlying water rights in the Beaumont Basin for Tract No. 32702-3 (80 lots) was
completed pursuant to Beaumont Basin Watermaster Resolution No. 2017-02.
