                Subject:           Overview of Change Order No. 1 and Notice of Completion for the Contract
                                   with Borden Excavating for the Drinking Water Replacement Project in Oak
                                   Glen  Road,  Citi-Bank  /  Yucaipa  Boulevard,  Douglas  Street,  Cornell  Drive,
                                   Cornell Court, Cornell Lane, and Auburn Avenue

               On June 5, 2018, [Director Memorandum No. 18-080], the Board of Directors authorized District
               staff to solicit bids for the construction of Drinking Water Pipelines on Douglas Street, Cornell
               Drive, Auburn Avenue, Citibank / Yucaipa Boulevard, and Oak Glen Road.  The project includes
               the construction of 411 linear feet of 6- inch ductile iron pipe in the Citibank / Yucaipa Boulevard
               area and 3,409 linear feet of 8-inch ductile iron pipe on Auburn Avenue, Cornell Drive, Douglas
               Street and Oak Glen Road.

               On  August  7,  2018,  [Director  Memorandum  No.  18-114],  the  Board  of  Directors  awarded  a
               construction contract to Borden Excavating.  Borden Excavating started work on November 5,
               2018.

               Borden has completed the installation of the mainlines and all appurtenances within the project
               areas.  The residential tract related to one of these project areas has paving that needs to be
               completed.  District staff has been coordinating with the City of Yucaipa to make a fair exchange
               of resources from other joint projects. [Workshop Memorandum No. 19-052].

               Change Order No. 1 reflects an adjusted contract completion date of February 20, 2019 and a
               reduction to the contract in the amount of $111,282 for a revised contact amount of $967,718.
               The remaining trench repair paving in the residential tract on Douglas Street, Cornell Drive, Cornell
               Court, Cornell Lane, and Auburn Avenue [Agreement No. 2019-03] is included in this change order
               as well as residual amounts from various bid items totaling a reduction of $111,282 to the contact.

               The  project  is  now  complete  and  based  on  the  letter  from  Krieger  &  Stewart;  District  staff
               recommends that the Board authorizes the filing of the attached Notice of Completion.
