Member Joseph Zoba motioned to approve items 1 & 2 of the consent calendar. Member George
Jorritsma seconded the motion. The motion passed 5-0. Member Joseph Zoba advised the was a
Special Project Committee Meeting Minutes – May 7, 2014, were revised in item V. to include
the approved amount of $11,720 for additional analyses tasks 1 through 3. Member Joseph Zoba
motioned to approve item 3 of the consent calendar as amended. Member Eric Fraser seconded
the motion. The motion passed 4-0 with Kyle Warsinski abstaining.
VI. Reports
A. Report from Engineering Consultant – Hannibal Blandon, Alda Engineering
1. Status Report of the 2013 Consolidated Annual and Engineering Report
Mr. Blandon advised the Committee that a draft report would have been ready for today’s
meeting; however, two concerns were noted by Member Eric Fraser which will result in the
need to perform additional work.
B. Report from Legal Counsel – Keith McCullough, Alvarado Smith
Mr. McCullough advised the Court has requested more information on Yucaipa Valley Water
District’s Application to change their Alternate Member. The next hearing date is June 19,
2014.
VII. Discussion Items
A. Proposed Budget for Fiscal Year 2014-2014 [Memorandum No. 14-04]
Recommendation: That the Watermaster Committee approves the amended budget for
Fiscal Year 2013-2014 and approves the budget for Fiscal Year 2014-2015.
Member Joe Zoba gave a presentation on the Proposed Budget. Member Eric Fraser motioned to
approve the Proposed Budget. Member Duane Burk seconded the motion. The motion approved
5-0.

A. Review of 2013 Consolidated Annual and Engineering Report
B. Amendment to Noticing Process to Provide for Electronic Noticing and Posting Online of
Watermaster Related Notices

Chairman Duane Burk requested that an item be added for discussion of conservation related to
each District and Governor Brown’s Executive Order on drought.
