VI. Reports

A. Report from Engineering Consultant - Hannibal Blandon, ALDA Engineering

Engineer Hannibal Blandon stated he would present several of the discussion
items later in the meeting.

B. Report from Legal Counsel – Thierry Montoya, Alvarado Smith

Legal Counsel Thierry Montoya stated he would provide recommendations to
the Committee in regard to the Allocation of Unused Overlying Production to
Appropriator Parties discussion item later in the meeting.

VII. Discussion Items

A. Status Report on the Installation of Water Level Monitoring Equipment at
Twelve (12) Sites in the Beaumont Basin [Memorandum No. 15-10, Page 9 of
15]

Recommendation: No recommendation.

Engineer Blandon gave an update on the installation of new monitoring
equipment at nine initial sites. He reported that there are 15 sites being
considered for monitoring, with 9 sites being owned by Appropriators
and 6 others by either Overlying Parties or other parties not identified
in the judgment. The Committee is in contract negotiations with 4 of
those 6 parties.

B. Response to Questions Asked About Groundwater Production Over and Above
Safe Yield in the Beaumont Basin [Memorandum No. 15-11, Page 11 of 15]

Recommendation: For informational purposes only.

Engineer Blandon provided a response to questions from the previous
meeting regarding groundwater production in excess of the safe yield of
the Beaumont Basin. He explained that the combination of the natural
basin safe yield, the annual overdraft allowed by the Stipulated
Judgment, and the water imported annually for recharge would be
greater than the annual production. He concluded by stating that the
pumping and recharge in the basin is in balance, as evidenced by
relatively stable groundwater levels throughout most of the basin over
the last few years.

C. Discussion Regarding the Allocation of Unused Overlying Production to
Appropriator Parties [Memorandum No. 15-12, Page 13 of 15]

Recommendation: That the Watermaster Committee instructs
Watermaster Counsel to provide a legal opinion regarding the allocation
of unused overlying production beyond Fiscal Year 2012/13 based on
the recently adopted Beaumont Basin Safe Yield of 6,700 acre feet per
calendar year.
