Engineer Blandon provided a brief overview of Section 7.8 of the
Watermaster Rules and Regulations, which outlines the process for
distributing adjudicated water not produced by Overlying Parties to the
Appropriators. He advised that the Watermaster Committee instruct
Legal Counsel to provide guidance on how the allocation of such water
should be determined in future years, since the accounting of basin
conditions was switched from a Fiscal Year basis to a Calendar Year basis
in 2012 and the result of that was overlapping periods for the initial Safe
Yield and the revised Safe Yield.
Legal Counsel Montoya advised that the allocation of unused production
by Overlying Users on a calendar year basis be done in the same way
as it was done for a fiscal year basis. He noted that this would require a
recalculation of Overlying Users production from previous calendar
years.

Recommendation: That the Watermaster Committee schedules the final
budget for consideration at the next Watermaster meeting.
Member Zoba gave a presentation on the proposed budget and noted
that it includes an increase in Administrative expenses from the prior
year due to the consolidation of the Annual Report and the Engineering
Report. He also mentioned that during the current fiscal year, the
Watermaster concluded work on the safe yield study, a special project
between some of the Watermaster Members, and the remaining balance
is shown as a credit for those particip ating agencies in the draft budget.
Member Zoba motioned to present the final budget for consideration at
the next Committee meeting. Member Fraser seconded the motion and
the motion passed 5-0.
