Subject: Discussion Regarding the Creation of a Return Flow Policy for the
Beaumont Basin
Recommendation: No recommendation.
Over the past several years, the Beaumont Basin Watermaster has discussed the need
to develop a policy regarding return flows to the Basin. Generally, a policy regarding
return flows would consist of the following basic elements:
The retail entity which serves water produced from the Beaumont Basin
shall be entitled to pump the amount of such water returned to the Basin
after being beneficially used by the entity’s customer which (a) constitutes
a net enhancement of water stored in the Basin and (b) is identified as return
flows in the most recent safe yield study completed for the Watermaster
The Watermaster Committee should discuss this policy concept and provide direction to
our consultants and Legal Counsel to draft a policy for future discussion.
