               Subject:                 Discussion Regarding Task Order No. 14 with ALDA Inc. for the
                                        Analysis of Return Flows by Appropriators  to the Beaumont
                                        Groundwater Basin  and incorporation of  findings into the  2016
                                        Beaumont Basin Watermaster Annual Report

               Recommendation:          That the Watermaster Committee approves Task Order No. 14 for
                                        a sum not to exceed $12,960.


               In consideration of the fact that irrigation return flows contribute to the Safe Yield of the
               Beaumont Basin, the Beaumont Basin  Watermaster Board directed  ALDA Inc.  to
               incorporate return  flow estimates, by Appropriator, into the report of  the  2013
               Reevaluation of the Safe Yield.    The  2013  return  flow estimate was based  on water
               delivery records within each Appropriator’s respective service areas within the Beaumont
               Basin Adjudication boundary.

               To date, annual return flow estimates, by Appropriator, have not been incorporated into
               the Beaumont Basin Watermaster annual reports.  ALDA Inc., in Association with Thomas
               Harder and Company has prepared a proposed scope  of work and cost  estimate to
               compile water  delivery records and estimate return  flow, by Appropriator,  within the
               Beaumont Basin Adjudication area.  The Appropriator service areas to be evaluated will
               include the Beaumont-Cherry Valley Water District, the City of Banning, and the Yucaipa
               Valley Water District.  The return flow estimates would be incorporated into the 2016
               annual report.

               The financial impacts associated with the proposed contract would result in a budget line
               item of $12,960, and if approved would result in an invoice sent to each Watermaster
               Committee member in the amount of $2,592.
