Subject: Discussion Regarding the Methodology for Calculating New Yield
Recommendation: No recommendation.
Past Beaumont Basin Watermaster annual reports have recommended that the
Watermaster Board consider developing a methodology for determining New Yield in the
Beaumont Basin. New Yield is defined in the Judgment as:
“Increases in yield in quantities greater than historical
amounts from sources of supply including, but not limited to,
capture of available storm flow, by means of projects
constructed after February 20, 2003, as determined by the
Watermaster.”
The purpose of this agenda item is to provide a presentation of the concept of New Yield
as it relates to the Beaumont Basin and the challenges involved with quantifying New
Yield in this basin, given its unique hydrology. Based on the recent hydrological work to
reevaluate the Safe Yield of the Basin, it is concluded that the available surface water
monitoring network is not adequate to develop definitive New Yield estimates.
The purpose of the presentation is to facilitate a discussion of New Yield as it relates to
Watermaster goals and strategic planning.
