               Subject:                 Discussion Regarding the Water Level Monitoring Equipment

               Recommendation:          That the Watermaster Committee  continues to use the Solinst
                                        monitoring equipment.


               Over the last few months several concerns have been raised during the Watermaster
               meetings about the poor customer service received from Solinst, the manufacturer of the
               monitoring equipment currently in use.  The Watermaster Committee requested that we
               look at other manufacturers to evaluate the possibility of installing new equipment.

               It should be noted that we have brought the  customer services issues to upper
               management at Solinst and they have been resolved.  Equipment at present is working
               as intended.

               Over the last few weeks we contacted two additional manufacturers that use depth probes
               and one that uses sonic waves to record water levels.  One of the manufacturers
               contacted was In-Situ; this company and Solinst are the two brands most commonly used
               in similar groundwater monitoring programs.  The attached table compares Solinst
               product against these companies.  Attached to this memorandum are included the bids
               submitted by these manufacturers along with pertinent equipment information.

               Given that a) the customer service issues have been addressed with Solinst, b) the
               equipment is working as intended, and c) new equipment will have to be acquired, we
               recommend to continue using the existing equipment.
