Subject: Consideration of Purchasing an Asset Management Software from Novotx
Recommendation: That the Board authorize the General Manager to execute the
necessary contract to purchase the Elements XS Asset Management
Software.
Asset management allows the District staff to make the best possible decisions about our assets
- pipes, reservoirs, treatment facilities, wells - in a way that provides targeted levels of service and
manages risk in a cost-effective manner.

An asset management program is important since it reduces the cost of emergency repairs which
are significantly more expensive than planned repairs. It also defines an orderly and logical
program of repair and replacement of capital facilities and equipment.
