As identified in the process above, the first four steps (Vision, Mission Statement, Values, and
Long-Term Objectives) are the responsibility of the Board of Directors working collectively as a
whole. The majority of the Board of Directors will provide direction to the District staff to
communicate the long-term objectives.

With the long-term objectives set by the Board of Directors, the District staff is responsible for
preparing an implementation plan and completing the long-term objectives.
