Subject: Consideration of Purchasing Temporary Pipe Materials for the Calimesa
Lakes Recharge Study
Recommendation: That the Board Authorize the General Manager to Execute a Contract
for Purchase of Temporary Pipe Materials for the Calimesa Lakes
Recharge Study.
As a part of the Calimesa Lakes project,
the District has contracted with Geoscience
who will be conducting recharge testing by
discharging water into constructed basins
with the point of discharge depicted in this
conceptual drawing. The testing is
scheduled to last 6-8 weeks. The lead time
on the pipe and fittings is estimated at 3
weeks.
The water supply source for the recharge
testing will be from a fire hydrant within the
Summerwind Trails development. The
pipeline path is estimated to be just under
1,000 linear feet.
As a part of the Geoscience contract, the District is responsible to furnish and install the temporary
supply piping. The temporary piping can be either rented or purchased. Based on discussions
at during the Board Workshop held on January 8, 2019 [Workshop Memorandum 19-013], District
staff recommends purchasing the pipe and fittings for this project due to the future cost savings
when compared to a second rental. The costs associated with the rental option include the
consideration of the rental cycle of 28 days and the estimated timeframe of the project of 6-8
weeks totaling at least two rental cycles. If the project exceeds the estimated timeframe, the
rental cost will quickly exceed the purchase cost. Additionally, having this pipe and fittings on
hand will improve the District’s response time for emergency response and future use of this pipe
material.
