Subject: Ratification of Agreement No. 2019-01 - Infrastructure Construction and
Coordination Agreement with Western Heights Water Company
Recommendation: That the Board ratifies Agreement No. 2019-01.
As discussed at the Board Workshop on February 13, 2018 [Workshop Memorandum 18-060],
the District received six bids for the Yucaipa Boulevard sewer extension project. Weka, Inc. was
the low bidder in the amount of $526,193.
On February 20, 2018 at a regular Board Meeting [Director Memorandum 18-035] the Board of
Directors awarded a construction contract with Weka, Inc. to complete the project. The entire
project includes the installation and construction of approximately 2,550 linear feet of 8-inch
Vitrified Clay Pipe, including manholes, laterals and appurtenances.
The project is currently underway and
during discussions with Western Heights
Water Company (WHWC), an option to
complete the installation of an additional
190 feet in Ridgecrest Drive has become
available. WHWC has agreed to move their
water line to accommodate the remaining
section of the sewer line to be installed in
Ridgecrest Drive. The cooperation
between the District and WHWC is valuable
to the community and the protection of
groundwater through future elimination of
septic systems within the basin.
The attached Infrastructure Construction
and Coordination Agreement is an effort on
behalf the District and WHWC. The
construction contract that has been
awarded to Weka Inc. for the installation of
sewer infrastructure in Yucaipa Boulevard
includes a section of Ridgecrest Drive. The
current contract excludes approximately
190’ of the sewer line in Ridgecrest Drive
that would connect to Sierra Lina Street. District staff is working with Weka Inc. to get an estimate
for the work as designed. The additional cost will be presented at a future board meeting along
with this agreement for Board consideration.
