Traffic Control Coordination: District staff has coordinated with the City of Yucaipa regarding
the option to detour the vehicular traffic on Wildwood Canyon Road during the construction work
hours to provide a safe and efficient alternative to allow traffic to enter the work area in the vicinity
of a trench that will vary from 14-17 feet deep.
Next Steps: District staff recommends the Board award the bid at the next scheduled Board
Meeting on June 18, 2019. The construction is tentatively scheduled to start Monday June 24,
2019 and is anticipated to be completed in approximately 4 weeks.
Related Improvements: In addition to the upstream flow that will be diverted with this new
alignment, future connections downstream of the damaged pipe that remain near the creek area
are also in review and may need to be fortified or realigned for increased protection from future
storm flow damage. In a figure below, the relocation project is labeled New Alignment No.1 and
the related improvement as New Alignment No.2. This related improvement (New Alignment
No.2) is recommended to secure a segment of sewer main approximately 700 linear feet long that
currently dips toward the creek and is in jeopardy of damage related to future storm flows. The
New Alignment No.2 can be constructed at a later date after New Alignment No.1 is complete as
the only sewer flows that would be conveyed by New Alignment No.2 would be sourced from
nearby Tract No. 16268 that has not yet been constructed.
Financial Considerations: District staff attended the 2019 February Storm Event Applicants
Briefing on June 5, 2019 and filed an initial application for the resulting storm damage of the
incident (CDAA 2019-02) with the California Governor’s Office of Emergency Services. This
funding reimbursement opportunity may cover up to 75% of the project costs. Funding for this
project will be from the Sewer Fund, Infrastructure Reserves [GL Account #03-10311] as there is
sufficient funding available.
