Watermaster Activities
Discussion Regarding Task Order No. 10 with ALDA Inc. for the Installation, Maintenance,
and Data Collection of Water Level Monitoring Equipment in 2016 [Memorandum 16-04].
Watermaster Committee approved Task Order No. 10 for a sum not to exceed $18,840.00.
Overview of the Sustainable Groundwater Management Act and Proposed Basin Boundary
Revisions [Memorandum 16-05]. Member Zoba presented a proposed revision to the
Beaumont Basin boundaries under the Sustainable Groundwater Management Act. After
much discussion, member Fraser motioned and the Watermaster Committee approved to
accept the proposed boundary as identified, and to develop a memorandum of
understanding between the BCVWD and Beaumont Basin Watermaster to establish a
groundwater sustainability agency (GSA) to manage the proposed sub-basin.
Items Discussed During the April 6, 2016 Regular Watermaster Committee Meeting
Status Report on Water Level Monitoring throughout the Beaumont Basin [Memorandum
16-06]. A status report was presented, questions answered, and feedback from the
Committee members provided.
Consideration of Task Order No. 11 – Recalibration of the northwest portion of the
Beaumont Basin groundwater model to more accurately represent water levels in the area
[Memorandum 16-07]. Mr. Harder provided a background on the widening discrepancy
between actual and estimated water levels in the northwest portion of the basin. The
Watermaster Committee approved the task order to enhance the groundwater flow model
for an amount not to exceed $ 10,850.00.
Items Discussed During the June 1, 2016 Regular Watermaster Committee Meeting
Status Report on Water Level Monitoring throughout the Beaumont Basin [Memorandum
16-08]. A status report was presented, questions answered, and feedback from the
Committee members provided.
Status Update on the Refinement of the Beaumont Basin Groundwater Flow Model
[Memorandum 16-09]. Mr. Harder highlighted how modifications to the model improved the
overall model calibration. He further indicated that the enhanced model will be used to
evaluate the change in storage for 2015.
Engineer’s Opinion on the Application by the San Gorgonio Pass Water Agency (SGPWA)
for a Groundwater Storage Agreement in the Beaumont Basin [Memorandum 16-10]. Mr.
Blandon provided engineering feedback on the application submitted by SGPWA. This was
followed by significant discussion between members of the Watermaster Committee and Mr.
Davis, SGPWA’s General Manager. A motion was introduced to continue discussion at the
August meeting to allow the development of contingencies guarantying that the account will
be used to store water that is surplus to everyone’s needs in the basin.
Consideration of the Proposed Budget for Fiscal Year 2016-17 [Memorandum 16-11].
Member Zoba presented the proposed budget before adoption by the Watermaster
Committee.
