               Items Discussed During the August 3, 2016 Regular Watermaster Committee Meeting

                   ƒ  Status Report on Water Level Monitoring throughout the Beaumont Basin [Memorandum
                       16-12].  Mr. Blandon gave a status report of the water level monitoring project.

                   ƒ  2015 Consolidated Annual Report and Engineering Report [Memorandum No. 16-13].  Mr.
                       Blandon presented information from the report including accomplishments of the Committee
                       in 2015, groundwater conditions, production, and recharge, transfers and adjustments of
                       rights, accounting of storage, and water quality in the basin.

               Items Discussed During the October 5, 2016 Regular Watermaster Committee Meeting
                   ƒ  Status Report on Water Level Monitoring throughout the Beaumont Basin [Memorandum
                       16-14].  Mr. Blandon gave a status report of the water level conditions in the Beaumont
                       Basin.

                   ƒ  Overview of Total Dissolved Solids (TDS) and Nitrate (N) in the Beaumont Basin and
                       Surrounding Area [Memorandum 16-15].  Mr. Blandon reported on water quality issues
                       documented in the 2015 Annual Report.  Discussion ensued regarding the potential reasons
                       for TDS spikes at various locations in the Beaumont Basin.

                   ƒ  Adoption of the 2015 Consolidated Annual Report and Engineering Report [Memorandum
                       No. 16-16].  The Watermaster Committee adopted the 2015 Report.

                   ƒ  Concept for the Formation of a Groundwater Sustainability Agency (GSA) for the San
                       Timoteo Basin [Memorandum 16-17].  Member Zoba provided background on the reasons
                       for creating a GSA and explained that the Watermaster is already considered to be
                       sustainable by virtue of the stipulated judgment.  No decision was needed and none was
                       made.


                   ƒ  Application by the San Gorgonio Pass Water Agency (SGPWA) for a Groundwater Storage
                       Agreement in the Beaumont Basin [Memorandum 16-18].  Member Zoba reported that he
                       had met with the General Manager to discuss the application and presented five stipulations
                       or conditions to a potential agreement.  Member Fraser suggested that the conditions be
                       sent to the SGPWA’s Board of Directors for vetting prior to drafting a final resolution.  Further
                       discussion of this item was postponed to the next meeting.


               Items Discussed During the December 7, 2016 Regular Watermaster Committee Meeting
                   ƒ  Status Report on Water Level Monitoring throughout the Beaumont Basin [Memorandum
                       16-19].  Mr. Blandon gave a status report of the water level conditions in the Beaumont
                       Basin and fielded questions by members of the Committee.  He also indicated of field
                       equipment troubles and the unresponsive support for Solinst.  Member Fraser suggested
                       looking at different vendors for monitoring equipment and to make a presentation at the next
                       meeting.


                   ƒ  Discussion Regarding the Creation of a Return Flow Policy for the Beaumont Basin
                       [Memorandum 16-20].  After an overview, Member Fraser motioned to direct staff to develop
                       a return policy in which individual retail agencies are credited appropritately for the return
