MEMORANDUM NO. 15-24

Subject: Adoption of the 2014 Consolidated Annual Report and
Engineering Report
Recommendation: That the members of the Watermaster Committee receive and file
the 2014 Consolidated Annual Report and Engineering Report.
At the Beaumont Basin Watermaster meeting on February 3, 2015, the Watermaster
Committee approved Task Order No. 7 from ALDA Inc. for professional engineering
services related to the preparation of the 2014 Consolidated Annual Report, Estimate of
the Basin Safe Yield, Update of the Groundwater Model, and Associated Consulting
Services.
At the June 3, 2015 Board meeti ng, ALDA Inc. distributed copies of the draft 2014 Annual
Report to the members of the Beaumont Basin Watermaster Committee for their review
and input. A formal presentation was made at the August 5, 2015 meeting on the
conditions of the basin including groundwater production, water levels, spreading, and
water quality conditions that occurred during 2014. At that meeting final comments were
requested.
A draft of the 2014 Draft Consolidated Annual Report and Engineering Report has been
posted and can be downloaded from the following website:

While comments were not received on the draft report, groundwater production by the
Oak Valley Partners was revised down from 310 ac-f t/yr to 2.5 ac-ft/yr starting in calendar
year 2008 (See Technical Memorandum 15-18 presented at the August 5, 2015 Board
meeting). As a result, transfers of unused production from overlying users to
Appropriators was adjusted up by the same amount starting in calendar year 2013 and
distributed in accordance to the Judgment.
Accordingly, it is recommended that member s of the Watermaster Committee receive and
file the 2014 Consolidated Annual Report and Engineering Report.
