1.     Meeting Minutes for October 3, 2018

               VI.     Reports

                       A.     Report from Engineering Consultant – Hannibal Blandon, ALDA
                              Engineering

                              Mr. Blandon reported that he had no report. Mr. Blandon advised that
                              Tom Harder was not in attendance. And that he apologized for being
                              absent. Mr. Blandon  stated that Ben Lewis was in attendance  as Mr.
                              Harder’s representative.


                       B.     Report from Hydrogeological Consultant – Ben Lewis, Thomas Harder &
                              Co.

                              No report.


                       C.     Report from Legal Counsel – Thierry Montoya, Alvarado Smith

                              Legal Counsel Thierry Montoya reported that there is a status conference
                              on January 26 with the Riverside Superior Court which wants to monitor
                              the amendment of the judgment to fix a  clerical error, which  will be
                              discussed in a few minutes.

              VII.     Discussion Items

                       A.     Status  Report  on  Water  Level  Monitoring  throughout  the  Beaumont
                              Basin through November 15, 2018

                                     Recommendation:  No recommendation.
                              Mr. Blandon gave a report. New wells are being pursued in the Desert
                              Lawn / Calimesa area. Existing wells in the north portion of the basin
                              are fairly stable. Some equipment is being temperamental. The Noble
                              Creek  observation  well  shows  water  levels  increase  by  84  feet  since
                              2016. The increase in the deep aquifer is about 38 feet over the last
                              three years. Levels in the Sun Lakes area have dropped three feet.

                              In Banning, the three wells are fairly flat. Banning Well 1A is still missing
                              a probe. Some issues have been experienced with communication cable
                              at Beaumont #2. The measuring probe will be sent in for repair.
