Workshop Memorandum 13-155

Date: September 10, 2013

Subject: Status Report on the Construction of the Live Oak Canyon Sewer
Force Mainline Replacement Project

On July 16, 2013, the Yucaipa Valley Water District crews responded to a leaking pressurized
sewer mainline on Live Oak Canyon Road, south of Interstate 10. The sewage leak was
promptly contained. The leak resulted in the release of about 2,000 gallons of untreated
sewage, which was contained in the immediate vicinity of the leak. The Regional Water Quality
Control Board was notified of the leak and the containment of the raw sewage.

A bypass pipeline was installed above ground from Lift Station No. 1 to the wastewater
treatment plant to eliminate the use of the pressurized pipeline in order to complete the repairs.

On Wednesday, July 17, 2013, the Board of Directors authorized the District staff to proceed
with the construction of a replacement pipeline to be installed while the temporary bypass
pipeline was available to the District. The new pipeline will replace approximately 3,000 feet of
18” cement-mortar lined pressure pipe with a 12” HDPE pipeline.
