RESOLUTION NO 2017-05
A RESOLUTION OF THE YUCAIPA VALLEY WATER DISTRICT
ADOPTING GUIDELINES FOR MEMBERS OF THE BOARD OF DIRECTORS
WHEREAS, the Yucaipa Valley Water District (“District”) desires to ensure its customers,
residents, employees, and those who conduct business with the District, that the District
emphasizes values in public service, leadership, and decision-making by adopting these
Guidelines; and
WHEREAS, in order to document the District’s Board of Director’s commitment to ethical
behavior in performance of the District’s business, the Board desires to adopt these Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the District that the
following Guidelines are hereby adopted:
Section 1. Purpose
The purpose of the Guidelines is to: (a) provide guidance for dealing with ethical issues;
(b) heighten awareness of ethics and values as critical elements in a Director’s conduct; and (c)
improve ethical decision-making.
Members of the Board of Directors (“Directors”) are subject to the provisions of these
Guidelines in addition to other District policies, state laws and regulations. Such laws govern, but
are not limited to: disclosure of personal economic interests, receipt of loans, gifts, travel
payments and honoraria, campaign contributions, conflicts of interest, dual office-holding and
incompatible offices, and criminal and civil misconduct in office. If a Director has a question
regarding interpretation or compliance with these Guidelines, or state laws and regulations, the
Director shall refer the matter to the General Manager who shall provide the Director with
information or may refer the matter to Legal Counsel for further guidance.
While the laws are expansive, the core ethical requirements can be summarized as
follows:
(a) Public office cannot be used for personal financial gain.
(b) Holding public office does not entitle anyone to personal advantage or benefits.
(c) The public’s business must be conducted openly.
(d) Fair processes and merit-based decision-making create an environment of good
governance and service to the public.
