Workshop Memorandum 18-021

                Date: January 9, 2018

From: Allison M. Edmisten, Chief Financial Officer

Subject: Discussion Regarding the Use of E-Verify for New Employees

E-Verify is an internet-based system through the U.S. Department of Homeland Security that
compares information from an employee’s Form I-9, Employment Eligibility Verification, to data
from U.S. Department of Homeland Security and Social Security Administration records to confirm
employment eligibility. There are a few differences between E-Verify and Form I-9:
                   • Form I-9 is mandatory, E-Verify is voluntary
                   • Form I-9 does not require a Social Security number, E-Verify does
                   • Form I-9 does not require a photo on identity documents, E-Verify does

Although E-Verify is voluntary as stated above, if the District were to receive a federal grant that
included the Federal Acquisition Regulation (FAR) E-Verify clause, we would be required to use
               E-Verify.

E-Verify is free and available in all 50 states. Enrolling in E-
Verify is an online process where the District is required to
accept and electronically sign the MOU (attached). After the
District is enrolled in E-Verify, we enter the new hire employee’s
information from Form I-9 into E-Verify and submit the
information to create a case. Results can be received in a
                                                matter of seconds.
