                Subject:         Ratification of ECORP Consulting Contract to Expand the Original Study Area
                                 for  the Oak  Valley  Recharge  Project for the  Initial  Study/  Mitigated  Negative

                                 Declaration.
                Recommendation:  That the Board ratifies the contract amendment with ECORP for a sum not
                                      to exceed $4,500.

               This item was previously presented and approved on March 19, 2019 as Director Memorandum
               No. 19-036.  However, due to an error on the meeting agenda, the item is presented again for
               ratification.

               On December 18, 2018 the Yucaipa Valley Water District Board of Directors approved Director
               Memorandum 18-157, which authorized the General Manager to contract with ECORP Consulting
               for the completion of the Initial Study/ Mitigated Negative Declaration for the Oak Valley Recharge
               Project for a sum not to exceed $47,520.  The Oak Valley Recharge Project will encompass the
               Calimesa Lakes and Spreading Basins.

               This initial approval was for a 20-acre site where it is estimated the lakes and basins will be
               located.  Under further review it was found necessary to increase the area to be studied around
               the lakes and basins to 76 acres.  Attached you will find a boundary map of the new proposed
               area of study.

               The additional cost for the expansion of study by 50+ acres is estimated to be $4500, of which
               $1500 would be for biological resource study and $3000 would be for the cultural resource study.


               Financial Analysis

               This project is not in the current operating budget.  Funds for this project will be split equally
               between  the  Water  Division  –  Depreciation  Reserves  (02-10310)  and  the  Sewer  Division  –
               Depreciation Reserves (03-10310).
