Subject: Authorization to Set a Public Hearing for Consideration of the New Water
Conservation Rules and Regulations to Reduce Water Waste
Recommendation: That the Board authorizes the General Manager to schedule a public
hearing for May 21, 2019.
The Yucaipa Valley Water District has updated the Water Waste Ordinance and Water Shortage
Contingency Plan in accordance with California Water Code Section 10632. Section 10632 states
that water agencies shall prepare and adopt a Water Shortage Contingency Plan as part of its
Urban Water Management Plan (UWMP). As a result of the new state water conservation
regulations and upcoming 2020 UWMP, District staff recognized the need to update the ordinances
and regulations related to the State requirements.
The Water Waste Ordinance includes the new Federal, State and local statutes required to achieve
the water conservation goals. The Water Shortage Contingency Plan is updated to include the six
standard water shortage levels corresponding to progressive ranges of 10, 20, 30, 40, and 50
percent shortages and greater than 50 percent shortages as required under the California Water
Code ยง10632 (3)(A).
The updated Water Waste Ordinance and Water Shortage Contingency Plan will be noticed in
the local newspaper two weeks prior to the anticipated adoption by Resolution at the May 21,
2019 Board of Directors meeting.
