I. Call to Order - 4:00 p.m.
II. Public Comments - General Manager Joseph Zoba recognized the members of the Board
of Directors and District staff in attendance.
III. Staff Report:
• General Manager Joseph Zoba provided an update on the status of t he refinancing of
the 2004A Certificates of Participation. The financial team has selected Bank of
America Merrill Lynch as the underwriter on the refinancing.
• Water Resource Manager Jennifer Ares provided an overview of the Curiosity Quest
filming in town earlier during the day.
IV. Presentations
A. Overview of California Drought Conditions and Related Regional Issues
[Workshop Memorandum No. 14-194] - General Manager Joseph Zoba provided
an overview of the current drought issues. A copy of the Causes and
Predictability of the 2011-14 California Drought by NOAA was discussed and
distributed during the meeting.
B. Overview of the Conceptual Plans for the San Bernardino Valley Regional Drinking
Water Conveyance Facility [Workshop Memorandum No. 14-195] - General
Manager Joseph Zoba discussed the conceptual plans for the San Bernardino
Valley Regional Drinking Water Conveyance System. Additional information was
provided by Stacey Aldstat. Throughout the presentation there were comments
and questions from the board members, District staff and the public.

A. Status Report on the Permitting of Additional Sources of Supply of Recycled
